Minister of the Crown is the formal constitutional term used in the Esmeraldan Empire to describe a minister to the reigning sovereign. The term indicates that the minister serves at the Emperor's pleasure, and advises the monarch, Chancellor or Viceroy, on how to exercise the imperial prerogatives relative to the minister's department or ministry.
The Cabinet is a body of ministers of the Empire that, along with the Emperor, forms the government of the Esmeraldan Empire. Chaired by the Prime Minister, the Cabinet is a committee of the senior echelon of the legislature. The terms "cabinet" and Ministers of the Crown are sometimes used interchangeably.
