The Curiate - sometimes referred to as "The Curiate Council" - is a component of the government of the Esmeraldan Empire.

Structure Edit

The Curiate consists of five voting members, known as Quaestors, and the Viceroy of the Empire who has absolute authority over the council. The members of the council represent the provinces and territories of the empire and are appointed by their respective governments. This council serves as the Emperor's direct connection and authority to the various regional governments throughout the empire.

There is also a non-voting seat on the Curiate elected by any citizens who do not reside within any of the five provinces of the empire. This position is referred to as a Councilor.

Legislative Functions Edit

The Curiate is also the upper house of empire's legislative body, and the Senate is the lower house. This does not, however, imply that the Curiate is more powerful than the Senate, merely that its members outrank the members of the Senate in the order of precedence for the purposes of protocol. The approval of both houses is necessary for legislation. New legislation can only originate in the Senate or from the Emperor. When the Emperor wishes to introduce new legislation or an executive order, he will introduce this to the Curiate first and negotiate terms before moving onto the Senate for approval.

Appointment Edit

Members of the Curiate serve at the discretion of their regional governments and may be recalled at any time. The title of Quaestor remains permanent even after dismissal from the council, unless otherwise designated by the Emperor. All members of the Curiate enjoy noble status and title during their term.

History Edit

The Curiate was established in 5001 by Emperor Conteville I. After the empire had conquered the Anhangabaun Free State, Uman Confederacy, Berran State, Isalon Empire, and Pretorian Confederacy regional governments were installed that were answerable to the throne. These regional governments (or provinces) were considered to have high risk of rebellion and the Curiate was established to ensure they were constantly monitored. The Curiate was also incorporated into the legislative process to ensure that all regional governments were given some input on the formation of policies that would affect the entire Empire.
